Green Party candidate fined $2,000 for ‘inadvertent’ violations of provincial election rules


Cammy Lockwood, Green Party candidate in Cowichan Valley in the 2024 provincial election, has been fined a total of $2,000 for campaign contribution violations.

"These actions were inadvertent and occurred due to your circumstances as a first-time candidate,” Elections BC says in a letter to Lockwood dated Feb. 17, 2026.

Elections BC says Lockwood “overcontributed” to her own campaign by $7,799.18 and accepted a contribution from Lockwood Farms for $1,100. Lockwood is co-owner of the business.

“You disclosed the prohibited contributions on an amended Election Financing Report and returned them as required under the Election Act,” the letter says.

Lockwood acted as her own financial agent during the election. Larry Lenske served as deputy financial agent.

Lockwood finished third in the election, with 19.83 per cent of the vote. NDP candidate Debra Toporowski, a former councillor with both North Cowichan and Cowichan Tribes, won, with 40.51 per cent of the vote. Conservative John Koury received 37.59 per cent.

In the 2024 election, the province set a limit of $1,450.82 for a contribution to a candidate.
